Requests the Hawaii Health Systems Corporation to implement section 323F-25 of Hawaii Revised Statutes requiring collaboration between community hospitals and federally-qualified health centers to maximize state and federal funding, expand service hours, and improve access to care.

Directs the Corporation to develop a plan for integrating seven specified rural hospitals (Kohala Hospital, Hale Hoola Hamakua, Kau Hospital, Kauai Veterans Hospital, Samuel Mahelona Memorial Hospital, Kula Hospital, and Lanai Community Hospital) into federally-qualified health centers.

Requires the Hawaii Health Systems Corporation to submit a progress report and integration plan to the legislature no later than 20 days prior to the Regular Session of 2013.

Identifies that Hawaii has 23 hospitals (13 in rural areas) and 13 federally-qualified health centers operating at 69 sites serving over 100,000 uninsured persons.

Mandates transmission of certified resolution copies to the Governor, Board of Directors Chairperson of the Hawaii Health Systems Corporation, and Chairperson of the Hawaii Health Authority.
