Requests the Department of Human Services to fully implement Hawaii's 1994 Section 1115 Medicaid waiver to expand eligibility to up to 300 percent of the Federal Poverty Level.

Notes that Hawaii implemented QUEST in 1994 but subsequently scaled back eligibility to 100 percent of the Federal Poverty Level in 1998 and reduced QUEST-Net Adult from 300 percent to 200 percent as of February 1, 2008.

Cites examples of other states expanding health insurance eligibility, including New York raising SCHIP to 400 percent and New Jersey to 350 percent of the Federal Poverty Level.

Requires the Department of Human Services to submit a progress report to the Legislature no later than 20 days before the 2013 Regular Session begins.

Directs transmission of certified copies to the Governor, Director of Human Services, Director of Finance, and Executive Director of the Hawaii Health Authority.
