Requests the Auditor conduct a financial and management audit of state agencies with salary and wage overpayments, which totaled more than $2,000,000 in recent investigations.

Audit must examine the full extent of overpayments by department, including amounts repaid, amounts still eligible for repayment, and amounts deemed uncollectable.

Audit must review state efforts to resolve overpayments and provide recommendations for legislation to address or prevent salary and wage overpayments and improve collection efforts.

As of December 31, 2011, employees owed the state more than $1,587,393 in overpaid wages, with some payments dating back to 1994 and approximately 25 percent from the prior two years.

Auditor must submit findings and recommendations to the Regular Session of 2013, no later than twenty days before the session convenes.
