Urges the United Nations to grant Taiwan participation as an observer in the United Nations Framework Convention on Climate Change Conference of the Parties.

Notes that Taiwan, classified as an industrialized nation, has not yet been permitted to participate in the climate change convention despite having significant green energy manufacturing capabilities.

Highlights Taiwan's commitment to reduce greenhouse gas emissions by at least 30 percent relative to the Business-As-Usual benchmark by 2020 and its role as the world's largest LED manufacturer and second largest solar cell manufacturer.

References Taiwan's precedent of participating as an observer in the World Health Assembly since 2009 and cites international support from the European Parliament, Central American Parliament, and the Association of Pacific Island Legislatures.

Directs transmission of certified copies to the U.S. Department of State, United Nations Secretary General, President of the Republic of China, U.S. Environmental Protection Agency, and Taiwan's Environmental Protection Administration.
