Requests the Disability and Communication Access Board, in consultation with the Hawaii State Energy Office, to report to the legislature by 20 days prior to the 2013 regular session on how reserved parking requirements for disabled persons and electric vehicles interact, including number and location of spaces.

Directs that any administrative rule or policy must prioritize reservation of parking spaces for disabled persons over reservation of spaces for electric vehicles.

Requires that electric vehicle parking stalls be placed only at locations with charging stations.

Addresses concerns that some private businesses are converting disabled parking spaces to electric vehicle spaces in violation of federal accessibility guidelines and state law.

Mandates transmission of certified copies to the Executive Director of the Disability and Communication Access Board and the Energy Administrator of the Hawaii State Energy Office.
