Urges federal agencies (Attorney General, Department of Health and Human Services, Federal Trade Commission, Securities and Exchange Commission, Internal Revenue Service) and state agencies (Hawaii Attorney General, Department of Health, Department of Human Services) to enforce the federal Stark Law to the full extent of their authority.

Requests health insurers and managed care providers operating in Hawaii (including AlohaCare, HMSA, Humana, Kaiser, and others) to develop internal policies that enforce and support compliance with the Stark Law and its reporting requirements regarding financial relationships.

Directs that certified copies of the resolution be transmitted to federal officials and heads of specified insurance companies and health providers listed in the resolution.

References the Stark Law (enacted 1989, amended 1993-1994 and 2010) which prohibits physicians from referring patients to medical facilities in which they have a financial interest and prohibits entities from billing for improperly referred services under Medicare and Medicaid.
