Opposes sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012, which authorize indefinite detention of persons suspected of involvement in terrorism without trial.

Expresses concern that the indefinite detention provisions violate constitutional protections including due process, the right to counsel, fair trial guarantees, and the presumption of innocence.

Notes the Act authorizes $662 billion in defense funding and permits detention under the Authorization for Use of Military Force, military tribunals, or transfer to foreign countries.

Directs transmission of certified copies of the resolution to the President, U.S. Senate Majority Leader, U.S. House Speaker, and Hawaii's congressional delegation.
