Requests the Legislative Reference Bureau to study gubernatorial appointments to boards and commissions as authorized under Hawaii Revised Statutes Section 26-34.

Directs the Bureau to make recommendations on whether eliminating or creating board or commission appointments would increase government efficiency.

Directs the Bureau to evaluate whether changes to term lengths and allowable successive terms for board or commission members would improve operational efficiency.

Directs the Bureau to identify any other measures that would increase efficiency in both individual boards or commissions and general state government operations.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.
