Requests the Chairperson of the Board of Land and Natural Resources to report to the Legislature by December 15, 2012, on the progress of the Koke'e state park advisory council regarding implementation of the master plan.

Requires the report to include the advisory council's recommendations for implementing the Koke'e state park master plan.

Requests that the master plan be adopted by December 15, 2012, and that the advisory council be dissolved upon adoption of the plan.

Notes that the advisory council was established by Act 223 in 2008 with responsibilities including reviewing the master plan, managing recreational cabin leases, and protecting natural and cultural resources.

States that adoption and implementation of the master plan could generate up to $300,000 in annual revenue through user fees to support maintenance and repairs of park facilities.
