Encourages the Department of Education to integrate the political, economic, and social contributions of persons with disabilities and lesbian, gay, bisexual, and transgender individuals into the social studies curriculum for kindergarten through twelfth grade.

Directs the Department to provide resources and training to support educators in implementing age-appropriate content on these topics across all school levels.

Requires the Department to prohibit textbooks and instructional materials that perpetuate discriminatory stereotypes about individuals with disabilities and LGBTQ individuals, and to adopt materials that fairly represent these groups.

Calls for the Department to discourage discrimination toward these groups in public schools and school functions in response to documented harassment and bullying of LGBTQ and disabled students.

Cites California's FAIR Education Act of 2011 as a model and references federal census data showing 19 percent of the population has disabilities and 7-8 percent of adults identify as LGBTQ.
