Recognizes a draft Memorandum of Understanding and Cooperation between the State of Hawaii and the League of Cities of the Philippines.

Acknowledges Hawaii's substantial Filipino community and its shared interests with the Philippines in policy areas including land use, environmental conservation, renewable energy, water management, education, public health, and tourism.

Notes the League of Cities of the Philippines was established in 1991 under the Philippine Local Government Code and has served for over 20 years as the unified voice for Philippine cities.

Directs the Legislature to recognize the importance of implementing practical strategies to fulfill the objectives of the Memorandum of Understanding.

Requires certified copies of the resolution be transmitted to the Philippine President, U.S. Embassy Manila, Hawaii governors and mayors, and various Philippine and Hawaiian organizations.
