Request study on unnecessary premium payments from the Employer-Union Health Benefits Trust Fund to insurers for deceased individuals' health benefits plans.

Direct the Board of Trustees of the Employer-Union Health Benefits Trust Fund and Department of Budget and Finance to analyze the prevalence of such payments and evaluate potential solutions.

Propose three possible solutions: (1) annual submission of noncontributing beneficiary lists to the Department of Health for death certificate monitoring; (2) annual confirmation letters to noncontributing beneficiaries with automatic cancellation for non-response; or (3) other fair and equitable solutions.

Require submission of the study and analysis to the Legislature at least 20 days before the 2013 Regular Session convening.

Cite the Employer-Union Health Benefits Trust Fund's $14 billion unfunded actuarial accrued liability and similar wasteful spending incidents in other jurisdictions as justification for the study.
