Requests the Department of Business, Economic Development, and Tourism conduct a study on the social impacts of a single stand-alone casino in Waikiki.

Directs the Hawaii Tourism Authority, Honolulu Police Department, Department of Commerce and Consumer Affairs, and Hawaii Visitors and Convention Bureau to cooperate by providing information and assistance with surveys.

Requires the study report to be submitted to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Acknowledges prior gambling studies in 1962, 1994, and 1997, and notes that over 150 gambling proposals have been submitted to the Legislature in recent decades.

Recognizes the need for comprehensive information on social impacts including crime and pathological gambling to inform decision-making on legalized gambling in Hawaii.
