Request for the State Librarian to convene a task force to address issues regarding the use of public library facilities for concessions such as book sales and bookstores.

Task force to include representatives from the State Librarian's office, Department of Attorney General, Friends of the Library of Hawaii, affiliated Friends groups, and non-affiliated Friends of the Library groups.

Address current conflicts arising from Hawaii Revised Statutes section 312-3.8, which reserves concession rights in public libraries exclusively to the Friends of the Library of Hawaii and its affiliates, preventing unaffiliated groups from fundraising.

Task force to examine how funds raised through library facility concessions are apportioned and administered.

Task force to submit findings and recommendations for legislation to the Legislature no later than twenty days before the start of the 2013 Regular Session.
