Recognizes the 40th Anniversary of Title IX, the Patsy T. Mink Equal Opportunity in Education Act, enacted in 1972, which prohibits sex-based discrimination in education programs receiving Federal financial assistance.

Acknowledges Title IX's accomplishments in expanding opportunities for women and girls in athletics, higher education, professional fields, math and science, and protecting against sexual harassment and bullying related to sexual orientation and gender identity.

Notes that despite significant progress, Title IX non-compliance remains widespread across the United States and the law continues to face challenges.

Commends Justice Sabrina McKenna, Marilyn Moniz-Kahoohanohano, Jennifer Rose, Jill Nunokawa, and Catherine Betts as exceptional role models who have dedicated their lives to increasing opportunities for women and girls in Hawaii.
