Recognizes and supports the Association of Hawaiian Civic Clubs' position on developing the Aha Moku System, a place-based natural resource management system using Hawaii's traditional land districts.

Urges the Governor to establish the Aha Moku Advisory Committee within the Department of Land and Natural Resources to provide guidance on managing Hawaii's natural resources.

References the Aha Ki'ole Advisory Committee's final 2011 report identifying five elements of the Aha Moku System: adaptive management, code of conduct, community consultation, education, and eligibility criteria for participation.

Notes that the Governor vetoed Senate Bill No. 23 (2011), which would have created the Aha Ki'ole Advisory Commission, and that stakeholders have addressed the veto concerns through further collaboration.

Directs transmission of certified copies to the Governor, state agency directors, and the Association of Hawaiian Civic Clubs.
