Urges Congress to repeal Section 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012, which may authorize indefinite military detention of civilians without charge or trial

Calls for amending the Authorization for Use of Military Force and Defense Authorization Act to prevent military detention of civilians within the United States and clarify the respective powers of Congress and the President regarding war declarations and troop deployment

Requests that the Authorization for Use of Military Force be amended to expire upon the end of combat operations in Afghanistan

Expresses concern that the Defense Authorization Act may repeal the Posse Comitatus Act and authorize detention of legal permanent residents and others residing in the United States by the Armed Forces

Committee recommends referral to the Committee on Judiciary
