Urges the State of Hawaii, including the Office of Hawaiian Affairs, Department of Hawaiian Home Lands, Department of Land and Natural Resources, and Department of Health, to participate in the White House Council on Environmental Quality's coastal and marine spatial planning initiative.

Asserts that native Hawaiian communities have the longest historical utilization of Hawaii's coastal marine areas and that their traditional access and gathering rights are being diminished.

Contends that submerged lands underlying navigable waters are ceded lands held in trust for native Hawaiians under section 5(f) of the Admission Act, and that current rules and regulations governing these lands are created without native Hawaiian consultation or compensation.

Calls for native Hawaiian communities to participate in managing coastal marine resources based on traditional values, generational knowledge, and place-based management practices.

Directs certified copies of the resolution be transmitted to the Governor, Office of Hawaiian Affairs, Hawaiian Homes Commission, Board of Land and Natural Resources, Department of Health, and Western Pacific Regional Fishery Management Council.
