Requests the Legislative Reference Bureau to conduct a study of rising health insurance premium costs related to House Bill No. 1896 from the 2012 regular session.

Directs the study to examine eight specific issues including whether a higher medical loss ratio would prevent premium increases and promote market competition in Hawaii.

Requires the study to analyze whether it is fair to apply different medical loss ratios to tax-exempt versus for-profit health insurers under the Patient Protection and Affordable Care Act formula.

Requests the Insurance Commissioner to provide necessary assistance and information to support the study.

Requires the Legislative Reference Bureau to submit findings and recommendations to the Legislature no later than twenty days before the 2013 regular session convenes.
