Notes that Ordinance 10-4 (2010) bans tents during specified times on certain public parks and beaches, but tarps and canopies are permitted because they lack "walls" under the ordinance's tent definition.

Identifies tarps and canopies as obstructions that clutter beaches, prevent easy access for other beach-goers, and detract from public enjoyment of Hawaii's beaches.

Acknowledges the need to balance beach-goers' protection from the elements with the rights of others to access and enjoy beaches.

Directs that certified copies of the resolution be transmitted to all members of the Honolulu City Council.
