Extends the sunset date of Act 126, Session Laws of Hawaii 2009, from June 30, 2011, to June 30, 2013, maintaining revised state water-quality standards for marine waters.

Revises water-quality standards previously approved by the State of Hawaii and the United States Environmental Protection Agency to remain in effect for two additional years.

Allows water-quality standards adopted under Act 126 to be repealed earlier if the Department of Health adopts replacement standards through rule-making procedures and receives EPA approval.

Takes effect on June 29, 2011, preserving the temporary water-quality standards pending their replacement through proper regulatory procedures.
