Appropriates funds for Hawaii Employer-Union Health Benefits Trust Fund costs for bargaining unit (5) represented by the Hawaii State Teachers Association for fiscal years 2011-2012 and 2012-2013.

Appropriates funds for health benefits costs for excluded state officers and employees in the executive branch belonging to the same compensation plans as bargaining unit (5) members.

Appropriates general, special, federal, and other funds to departmental administration and budget division to cover all collective bargaining cost items in the HSTA agreement for fiscal biennium 2011-2013.

Appropriates funds to program planning, analysis, and budgeting for cost items authorized under chapter 89C for excluded state officers and employees in compensation plans matching bargaining unit (5).

Effective July 1, 2030; unused appropriated funds lapse on June 30 of each respective fiscal year; salary increases funded proportionally from federal, special, or other funds where applicable.
