Appropriates funds to the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) for fiscal biennium 2012-2013 to cover EUTF costs from a supplemental agreement between the University of Hawaii and the exclusive bargaining representative of collective bargaining unit 7.

Covers health benefits costs for state officers and employees in collective bargaining unit 7 and excluded state officers and employees in the same compensation plans.

Removes language appropriating unspecified funds for salary increases and other cost adjustments originally included in the agreement for fiscal biennium 2011-2013.

Deletes the severability clause and changes the effective date to upon approval.

Makes technical and nonsubstantive amendments for clarity and consistency.
