Appropriates $250,000 to enable the Department of Business, Economic Development, and Tourism to conduct environmental and safety assessment studies required for a Federal Aviation Administration spaceport license application.

Funding is contingent on the federal government providing a dollar-for-dollar match of funds for the appropriated amount.

Requires the Department of Business, Economic Development, and Tourism to report on the status of the spaceport license application twenty days prior to the convening of the Regular Session of 2013.

Aims to position Hawaii to develop space tourism as a niche tourism product and economic opportunity in the Kalaeloa area, with potential to generate state revenues and aerospace jobs.

Effective date is July 1, 2012.
