Establishes a voluntary agricultural practices audit and certification program administered by the department of agriculture to verify that producers follow good agricultural practices and maintain food security and traceability.

Creates an "Agricultural Practices Audit and Certification Revolving Fund" to receive fees from audits and certifications, with funds used to establish practices, conduct audits, and assist producers in achieving certification.

Defines "good agricultural practices" as practices based on science and risk that protect the environment and workers while reducing foodborne illness risk, to be adopted by the department after public hearings in each county.

Allows the department to designate employees or agents to conduct audits and certifications, and permits cooperative agreements with USDA and other agencies; exempts farms qualifying for direct marketing exemptions under federal law.

Appropriates funds to the Department of Agriculture and counties for statewide bee hive research through the University of Hawaii system, including purchase of hives and equipment.
