Exempts certain broadband infrastructure improvements from state and county permitting requirements when located within existing public rights-of-way, public utility easements, or using existing telecommunications infrastructure without significant changes to those sites.

Exempts persons or entities from requirements to upgrade or replace existing utility poles when installing new or improved telecommunications cables under specified conditions.

Requires safety and engineering standards to be met when installing new or improved telecommunications cables on utility poles.

Allows public utilities and broadband providers to recover prudently incurred costs related to planning, engineering, construction, installation, or replacement of utility poles for high-speed broadband deployment.
