Requires funding for the Lanaihale watershed management plan to come from private contributions and available federal funds rather than state appropriations.

Establishes a one-to-three state-to-private funds matching requirement for state funding to natural area reserves and watershed management (LNR 407).

Designates the Department of Land and Natural Resources to control and manage implementation of the Lanaihale watershed management plan.

Preserves any state funds already appropriated for the plan prior to the effective date of this Act.

Effective date of July 1, 2030.
