Requires all Hawaii businesses to charge a 10-cent fee (not subject to General Excise Tax) for each single-use checkout bag provided to customers.

Allows businesses to retain 20 percent of collected fees as revenue subject to income taxes for one year after implementation, then this right expires.

Exempts customers participating in federally-approved nutrition assistance programs (SNAP, WIC) from paying the bag fee.

Directs initial unspecified amount of collected fees to a special account administered by the Department of Health to cover program expenses and administration.

Sets effective date of July 1, 2030, and preempts county ordinances regulating single-use checkout bags except those in effect prior to this bill's enactment.
