Authorizes issuance of commercial-use permits at small boat harbors to generate revenue for facility improvements.

Extends the maximum term for disposition of public lands at state boating facilities from 55 years to 65 years.

Specifies a process for imposing mooring fees at small boat harbors.

Directs the Department of Land and Natural Resources to enter into a public-private partnership to lease and develop certain lands at Ala Wai Boat Harbor.

Sets effective date of July 1, 2030, to allow for continued discussion before implementation.
