Amends Hawaii Revised Statutes Section 226-18(c) to add promoting development of indigenous geothermal energy resources on public trust land as an energy policy objective for the state.

Designates geothermal energy as an affordable and reliable source of firm power for Hawaii within the state's energy planning framework.

Requires consultation and public input from the Native Hawaiian community and general public when developing projects involving public land trust lands.

Takes effect on July 1, 2012.
