Adds a new Part II to Hawaii Revised Statutes Chapter 431, Article 10E to regulate the use of claims history information for homeowners insurance and provide consumer protections.

Defines "inquiry" as a telephone call or other communication to an insurer about policy terms, conditions, or coverage that does not result in a claim, and excludes inquiries from the definition of a claim.

Prohibits insurers from refusing to issue or renew homeowners insurance policies, canceling policies, or setting rates based on inquiries unless the inquiry provides information not previously disclosed by the insured.

Applies to all homeowners insurance policies delivered or issued for delivery in Hawaii after July 31, 2012.
