Authorizes insurers to exclude specified drivers from motor vehicle insurance coverage through a named driver exclusion endorsement, which must be acknowledged in writing by all named insureds.

Establishes that excluded drivers operating insured vehicles without their own applicable coverage are deemed uninsured, and prohibits them from operating or being permitted to operate excluded vehicles unless separately covered.

Protects policyholders from premium increases related to claims caused by excluded drivers, except for policies that provide coverage to the excluded operator or liability coverage resulting from the excluded operator's actions.

Creates penalties of $500-$3,000 for first offense and minimum $1,500 for subsequent offenses within five years for excluded drivers operating vehicles or owners permitting excluded drivers to operate vehicles.

Disqualifies excluded operators from receiving uninsured motorist benefits for accidents in which they were injured, and disqualifies named insureds who reject uninsured motorist coverage from claiming against the mandatory bodily injury liability policy.
