Establishes a climate change task force within the office of planning to assess impacts of global warming on Hawaii's economy, natural resources, and public health, including effects on tourism, transportation, infrastructure, water resources, and marine ecosystems.

Task force composition includes the director of the office of planning (chairperson), representatives from health, transportation, land and natural resources, civil defense, all four county mayors, legislative appointees, and University of Hawaii researchers.

Task force shall submit a preliminary report to the legislature by twenty days prior to the 2013 regular session and a final report by twenty days prior to the 2014 regular session, including recommendations on mitigation measures such as shoreline protection, infrastructure hardening, and construction restrictions.

Appropriates $50,000 from general revenues for fiscal year 2012-2013 to support the task force operations, with administrative and clerical support provided by the office of planning.

Task force ceases to exist on June 30, 2014, and the Act takes effect on July 1, 2012.
