Amends Hawaii Revised Statutes Section 806-83 to expand the list of Class C felonies for which criminal charges may be instituted by written information rather than by indictment.

Adds new Class C felonies to the authorized list including habitual property crime (708-803), unauthorized entry in a dwelling in the second degree (708-812.6), theft of copper (708-835.7), and cruelty to animals by fighting dogs in the second degree (711-1109.35).

Adds new Class B felony unauthorized entry in a dwelling in the first degree (708-812.55) to the list of felonies chargeable by written information.

Makes technical clarifications and corrections to existing statutory references in the written information procedure sections.

Effective July 1, 2050, and does not affect rights, duties, or proceedings that occurred before the effective date.
