Amends Hawaii Revised Statutes section 103D-707 to add a new post-award remedy option when a solicitation or contract award violates law and the contract has not been fully executed by all parties.

Allows rescission of the award and application of pre-award remedies under section 103D-706, which may include reevaluation and award to the next lowest responsive and responsible bidder or next ranked responsible offeror.

Creates this rescission option for both scenarios: when the awarded contractor has not acted fraudulently or in bad faith, and when they have acted fraudulently or in bad faith.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
