Authorizes counties to allow bicycle motocross activities at existing public skateboard parks and permits counties to construct or designate separate bicycle motocross parks.

Limits liability of public entities, public employees, and the State for injuries or damages at skateboard and bicycle motocross parks, except when caused by failure to maintain or repair the facilities.

Limits liability of volunteers and nonprofit organizations that design, construct, maintain, or repair skateboard or bicycle motocross parks, except for gross negligence or intentional misconduct.

Requires counties to maintain records of all known or reported injuries and claims paid by skateboard and bicycle motocross park users, and submit reports to the legislature no later than 20 days before the 2015 legislative session convening.

Takes effect upon approval.
