Requires the Board of Education to contract for an Implementation and Transition Coordinator to assist with implementing S.B. No. 2115, which reorganizes the charter school governance structure.

Appropriates $500,000 to fund the Coordinator position.

Becomes effective on July 1, 2012.

Implements recommendations from the Charter School Governance, Accountability, and Authority Task Force, which was established to address concerns about Hawaii's charter school governance structure and accountability.
