Permits any interested person with a clear and abiding interest in an individual's well-being to file a written petition for emergency admission and commitment to a psychiatric facility

Requires an independent evaluation by a psychiatrist or psychologist employed at the psychiatric facility when the admitting physician, physician assistant, or psychologist is not an employee or agent of that facility

Removes the "imminently dangerous" threshold and replaces it with "dangerous" when law enforcement officers determine whether to contact emergency mental health workers

Authorizes courts to appoint a guardian ad litem for the patient at any stage of involuntary hospitalization proceedings
