Consolidates health care services by transferring home and community-based case management, community care foster family homes, and adult day care programs from the Department of Human Services to the Department of Health's Office of Health Care Assurance effective July 1, 2014.

Establishes new licensing and certification standards for home and community-based case management agencies, community care foster family homes, and adult day care centers under Department of Health authority.

Requires criminal history record checks and background screenings for operators, employees, and volunteers in transferred programs, with authority to deny licenses or certificates based on criminal history posing risk to clients.

Transfers all employees from the Department of Human Services to the Department of Health while preserving their civil service status, seniority, salary, and accrued leave benefits.

Transfers all appropriations, records, equipment, contracts, and other property related to the transferred functions to the Department of Health, with existing rules and policies remaining in effect until amended.
