Creates a task force to review Hawaii Revised Statutes chapters 127 and 128 (civil defense statutes enacted in 1949 and based on the 1950 Federal Civil Defense Act) and determine if they should be amended, repealed, or supplemented.

Task force shall recommend legislation to reduce vulnerability to natural or man-made hazards, improve evacuation and shelter procedures, provide disaster relief and recovery services, and coordinate emergency preparedness activities among state, local, and federal agencies.

Membership includes representatives from FEMA Region IX, both chambers of the legislature (as co-chairs), state directors (Attorney General, Health, Land and Natural Resources, Public Safety, Finance, Transportation), Hawaii National Guard, all four county mayors, police chiefs, and fire chiefs.

Task force must meet at least five times between July 1, 2012 and December 31, 2012, and report findings and recommendations to the legislature no later than twenty days before the 2013 regular session.

Task force ceases to exist on June 30, 2013.
