Directs Hawaii's insurance commissioner to join the Surplus Lines Insurance Multi-State Compliance Compact (SLIMPACT), a uniform interstate compact addressing surplus lines insurance taxation and regulation.

Amends Hawaii insurance code sections 431:8-302 and 431:8-315 to require (rather than authorize) the commissioner's participation in SLIMPACT and compliance with the federal Nonadmitted and Reinsurance Reform Act of 2010.

Enacts the complete SLIMPACT compact framework into Hawaii law, establishing a multi-state commission to manage clearinghouse operations for premium tax collection, allocation formulas, and reporting requirements for nonadmitted insurance.

The compact becomes effective when ten states and contracting states join, or when participating states represent over 40% of national surplus lines insurance premium volume; Hawaii would be the tenth state needed to activate the compact.

Creates commission governance structure including membership voting rights, executive and operations committees, rulemaking authority, dispute resolution procedures, and financial management provisions to implement uniform surplus lines insurance requirements across participating states.
