S.B. 2169 addresses recommendations from the Auditor's "Study Regarding the Transfer of Non-General Funds to the General Fund," prepared pursuant to House Concurrent Resolution No. 166 of the 2011 Regular Session.

Provides a legislative vehicle to implement any fund transfer recommendations the Auditor may propose during the 2012 Regular Session.

Identifies non-general funds that could be transferred to the general fund and proposes legislation to implement recommended transfers.

Committee on Ways and Means received testimony in opposition from the State of Hawaii Office of the Auditor.

Committee recommends passage to Second Reading and placement on the calendar for Third Reading to maintain a viable legislative vehicle for future Auditor proposals.
