Amends Hawaii Revised Statutes Section 441-15 to require compliance with director-adopted rules when disinterring human remains for cemetery dedication removal purposes.

Adds requirement that the director of commerce and consumer affairs adopt rules governing disinterment procedures by July 31, 2013, pursuant to Section 441-19 and Chapter 91.

Maintains existing requirements for court orders and decrees before removing cemetery dedication, including proof that no interments exist in the affected property or that all interments have been removed.

Effective upon approval.
