Requires state agencies, boards, and commissions that collect demographic data on ancestry or ethnic origin to use separate collection categories and tabulations for specified ethnicities rather than grouping them together.

Mandates that demographic data collected under the new categories be included in all reports on ancestry or ethnic origin published or released on or after July 1, 2013, and made available to the public online by July 1, 2013, with annual updates thereafter.

Protects personal identifying information as confidential while making aggregated demographic data publicly available in accordance with state and federal law.

Requires state agencies to update their data collection within eighteen months after the 2020 U.S. Census is released to reflect additional census categories.

Aligns state demographic data collection practices with federal standards that separate "Asian and Pacific Islander" into distinct "Asians" and "Native Hawaiians and Other Pacific Islanders" categories with more than twenty subcategories each.
