Amends Hawaii Revised Statutes section 378-2 to prohibit employers and employment agencies from publishing job advertisements that require applicants to be currently employed.

Removes language prohibiting job advertisements from suggesting applicants should be employed, citing subjective and difficult-to-enforce language.

Sets an effective date of July 1, 2050 to allow for further legislative discussion before implementation.

Committee recognizes growing concern over national trend of job postings excluding unemployed persons, particularly relevant as Hawaii's unemployment rate remained above six percent for nearly three years at the time of drafting.

Received support from Hawaii State AFL-CIO, International Longshore and Warehouse Union Local 142, and Hawaii Government Employees Association; Hawaii Civil Rights Commission and Legislative Reference Bureau submitted comments.
