Addresses inadequacy of current law which only reduces lease rent, as lessees must still maintain insurance and pay taxes on unusable land causing financial hardship

Effective date set to July 1, 2050 to allow for further discussion on the measure

Department of Land and Natural Resources opposed the measure while one individual provided written support
