Proposes a constitutional amendment to Article III, Section 6 of the Hawaii Constitution requiring candidates for state senate or house of representatives to be domiciled in the district they seek to represent for at least 12 consecutive months prior to the general election.

Maintains existing requirements that candidates be state residents for at least three years, of voting age, and qualified voters in their respective districts.

Preserves exception allowing incumbent legislators to move to new districts without disqualification during the first general election following reapportionment, before the primary election.

Requires voters to approve the amendment through a ballot question asking whether candidates should be required to meet the 12-month domicile requirement.

Takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution regarding constitutional amendments.
