Appropriates funding to community health centers for direct health care services to uninsured individuals, including those being disenrolled from the medicaid QUEST program due to eligibility changes in April 2012.

Appropriates $10,500,000 for fiscal year 2012-2013 for direct health care services for uninsured and underinsured individuals.

Appropriates funding for multiple health programs including: $3,000,000 for healthy start program, $4,800,000 for kupuna care program, $1,500,000 for developmental disabilities medicaid waiver, $1,500,000 for adult mental health services, and $1,400,000 for substance abuse treatment and prevention.

Appropriates $810,000 distributed to Life Foundation ($270,000), Gregory House Programs ($270,000), and Community Health Outreach Work to Prevent AIDS ($270,000) for HIV/AIDS related services.

Provides funding for additional health initiatives including family planning services ($546,021), perinatal health programs ($94,229), preschool developmental screening ($436,596), and anti-bullying and cyberbullying prevention training ($35,000); effective July 1, 2012.
