Prohibits selling, buying, transporting, delivering, or offering for sale any product, item, or substance containing bear gallbladders or bile in interstate commerce.

Addresses inhumane extraction methods where bears are confined in cages measuring 2.6 by 4.4 by 6.5 feet and subjected to hollow steel catheter procedures to extract bile.

Allows Hawaii to join other states in fully banning the bear gallbladder and bile trade, which had been available for purchase in Hawaii at approximately $500 for 28 grams.

Amended to clarify prohibition applies to both items containing bear gallbladder or bile and bear gallbladder or bile itself, and to correct language regarding interstate rather than intrastate commerce.

Received support from multiple animal welfare organizations including Born Free USA, Hawaiian Humane Society, and World Society for the Protection of Animals, plus 121 individual supporters.
