Requires the State and all counties to approve, approve with modification, or disapprove broadband-related permit applications within 60 business days of submission of a complete application and payment of applicable fees.

Applications automatically deemed approved on the 61st business day if no decision has been made, unless the applicant fails to respond to requests for additional information within the required timeframe.

Defines "broadband-related permits" as state or county permits for installation, improvement, construction, or development of broadband infrastructure, including telecommunications cables, tower construction, undersea boring, and undersea cable landing, but excludes permits requiring prior federal agency approval.

Requires applicants to notify property owners within 50 yards of a broadband project prior to any public notice or public hearing required by law, and requires public utilities to comply with applicable safety and engineering requirements.

Takes effect July 1, 2112, and repeals June 30, 2017, but applies to permit applications filed after December 31, 2012; permits issued under this section must contain specified language identifying them as broadband-related permits.
